Brian Bell is the Manager of Federal Relations/Legislative Analyst for Jacobs, formerly CH2M, an engineering, design and architecture firm.  In this role, he is responsible for tracking legislative and regulatory initiatives related to energy, environment, infrastructure and sustainability issues; working with Members of Congress and their staff to advance the firm’s policy initiatives in these areas; and providing political analysis and strategic advice that helps inform the company’s business and political decision-making.  Additionally, he assists the firm’s clients in finding federal and private funding solutions to address shortfalls in a particular project’s budget.

Prior to his work for Jacobs, Brian served nearly four years on Capitol Hill, where he worked on an array of legislative issues including transportation, water, energy and appropriations for several Members of Congress. He served as Senior Legislative Counsel for Congresswoman Janice Hahn, where he was the Congresswoman’s lead staffer on the House Transportation and Infrastructure Committee.  In that role, he managed the Congresswoman’s legislative priorities and advised her on major transportation and water initiatives, including MAP-21 and the Water Resources Reform and Development Act (WRDA) of 2014.

Brian received his Bachelor’s Degree in Government & Politics from the University of Maryland, College Park and his Juris Doctorate from Washington & Lee School of Law.  He is admitted to practice law in the State of Maryland.
